New Supportive Housing Units Open for Women in Saskatoon

The Government of Saskatchewan, in partnership with the Elizabeth Fry Society of Saskatchewan (EFSK), has opened 11 supportive housing units in Saskatoon for women involved in the justice system who may otherwise face incarceration or homelessness. The 11 one-bedroom units provide residents with stable housing and connections to services designed to meet their individual needs.
"By providing safe housing and direct access to support, these homes will help women strengthen their wellbeing, increase their independence and build a foundation for long-term stability," Social Services Minister Terry Jenson said. "Our partnership with Elizabeth Fry Society of Saskatchewan is another example of how our government continues to seek new approaches to better support individuals who need more than a home to remain connected to housing."
"A safe place to live is one of the most important factors in helping women successfully rebuild their lives after being involved with the justice system," Community Safety Minister Michael Weger said. "By supporting stable, affordable housing and community-based services, our government is helping to reduce barriers, strengthen reintegration efforts, and build safer, healthier communities for everyone in Saskatchewan."
EFSK manages day-to-day operations, providing case management and linking residents to the resources and assistance they need. In addition to this project, the non-profit organization also owns and operates a 10-bed transitional house in Saskatoon.
"Supportive housing is about far more than providing someone with a place to live," EFSK Executive Director Nicole Obrigavitch said. "It creates a foundation where women can heal, reconnect with their families and communities, and build stable, independent lives. We know that when women have safe housing and the right supports, they are far more likely to thrive. We are incredibly grateful to our provincial and federal partners for investing in solutions that address the root causes of criminalization and help build stronger, healthier communities."
The Ministry of Social Services provided over $1 million for the project as part of a $5 million investment in the Rental Development Program in the 2025-26 Provincial Budget to partner with housing providers to develop new supportive housing units for people who need additional support to live independently.
The Ministry of Community Safety is investing $918,000 over two years ($459,000 annually in 2026-27 and 2027-28) to EFSK to provide reintegration supports for female offenders. The Government of Canada, through their Reaching Home program also provided over $70,000 toward construction costs and more than $335,000 in program funding to support housing stabilization and wraparound services.
